Improved Project Delivery


Objectives

Improved project delivery at municipal and provincial levels through project preparation and sector procurement strategies.


Overview

The SPAID Inception Phase identified the need to mobilise significant private sector technical resources and initiative to secure high quality rapid preparation of targeted infrastructure projects in focused municipalities through the establishment of a project preparation fund.

In response to this SPAID has mobilised non state resources to establish the Ukulungisa Project Preparation Fund (UPPF). The UPPF will receive substantial funding directly from the Business Trust. SPAID will provide oversight and support to UPPF on behalf of the Business Trust. The UPPF commenced activities in the last quarter of 2008.

The initial SPAID business plan also identified a number of other potential areas where specific short to medium term strategic and/or technical assignments could have significant leverage in enhancing infrastructure delivery.

Of these, the development of Sector Procurement Strategies has now been matched with a willing and able public sector partner-the Limpopo Province Department of Education. The development of an education infrastructure sector strategy is a project which will assist in expediting schools and related infrastructure delivery in Limpopo province.

Outcomes

  • Increased awareness by targeted components of government of the potential of project preparation initiatives and sector procurement strategies to improve infrastructure project delivery.

Indicators

  • At least 75% of targeted public bodies are aware of that the pilot projects are operating and of the potential contribution to project delivery.
  • Key officials engage in the benefits of rolling out the pilot initiative at a greater scale.
