Matthew Nell
Matthew is a founding member of Shisaka and has been a director since its inception in 1993. He brings over 30 years of development experience to Shisaka, primarily in low income housing, urban regeneration and in socio-economic development programmes.

The scope of his expertise spans strategic, policy, project/programme, institutional and organisational and risk management work.

With respect to housing, Matthew’s areas of specialisation include institutional and funding considerations, inner city housing projects, in-situ upgrade projects, community based and self help housing initiatives, social housing, private sector affordable rental initiatives, employer housing programmes, public housing initiatives as well as housing programme and project management, and strategic and risk management in respect of the full range of housing projects, programmes and organisations.

Matthew has provided advisory services to national, provincial and metropolitan government on public housing strategies and programmes and assisted in drafting national housing policy, legislation and regulations as well as establishing housing related public entities.

In addition, he has lead teams that have investigated and made recommendations to major employers in the mining and forestry Sectors, to the banking sector on the expansion of lending into the affordable housing market and to policy makers on residential property markets in Southern Africa’s townships and on enterprise development opportunities in the low income housing sector.

Matthew holds a Bachelors Degree in Building Science and a Masters Degree in Town and Regional Planning, both from the University of the Witwatersrand. He has also attended the Programme for Management Development at the Harvard Business School in the USA.
