Associates

Afsaneh Tabrizi Afsaneh Tabrizi
Afsaneh has 20 years experience in development, particularly in development finance and has extensive operational experience of managing and transforming non-functional public institutions. She is also director on a number of non profit boards, including chairman of Volunteer and Service Enquiry Southern Africa (VOSESA) which supports growth and knowledge about civic service and volunteering in Southern Africa. She is a director of Makhulong a Matala, the Proteus Initiative and NewHco.

Prior to joining Shisaka, Afsaneh played a leading role in transforming The Transitional National Development Trust. The TNDT was subsequently awarded the Deloitte and Touche/Johannesburg Stock Exchange Corporate Governance Award in 1999 during her tenure with the organization. In her role as Chief Operating Officer of the Umsobomvu Youth Fund, Afsaneh managed all support services as well as the national youth information and skills development programmes.

Afsaneh is a Senior Fellow of the Synergos Institute in New York and is currently serving on their International Advisory Committee. Afsaneh holds a Bachelor of Arts (Cum Laude) in Political Science from the University of California, Irvine. She attended the University of Nairobi in Kenya where she studied Swahili and African politics.
Otto Holicki Otto Holicki
Otto joined Shisaka as Director in 2006. He has 23 years experience in the engineering and development sectors, specifically in infrastructure and housing.

Otto is a technical specialist in low income housing, and has particular expertise in resolving delivery problems in that sector. Otto is non-executive director of Cape Diving (Pty) Ltd which operates in the underwater marine and offshore oil industry both in South Africa and various parts of the world. Prior to joining Shisaka, Otto was a consultant to the RDP Ministry's Urban Infrastructure Investment Planning Team on urban infrastructure investment investigation and policy formulation.

He was also a consultant to the National Task Team developing an Administrators Guideline Manual for subsidy projects and core consultant in the preparation and implementation of the affordable housing programme initiated by First National Bank and major contractors. Otto holds a Bachelors Degree in Science - Civil Engineering - from the University of Cape Town (1979 - 1982) and has undertaken a post graduate course in Pre-stressed Concrete and Bridge Engineering Design.
Penny Foley Penny Foley
Penny joined Shisaka as Coordinator of the Expanded Public Works Support Programme in 2005. She was appointed as a Director in 2009.

Penny manages a number of projects at Shisaka, including support to government agencies and NGOs in the conceptualisation and design of employment programmes. Penny brings 21 years of development experience in project management, research, monitoring & evaluation gained in the field of youth development. Prior to joining Shisaka, Penny has held a number of senior positions in organisations in the Youth Sector. As Programme Manager of the National Youth Service at Umsobomvu Youth Fund, she was responsible for the development of a programme model to inform the national strategy for the Presidential Initiative on National Youth Service.

As Deputy Director of the Joint Enrichment Project, Penny developed the framework for integrated youth development initiatives, worked on national youth policy and developed and managed projects within this framework. As a consultant Penny has also worked extensively with youth development initiatives – improving programme performance, developing youth worker training programmes, supporting advocacy programmes and monitoring project efficiency. Penny is currently a Circuit Steward of the Central Methodist Mission and in a voluntary capacity is responsible for supporting the effective management of, fundraising for and reporting on all activities to support the refugee and homeless populations supported by the Church.

Penny holds a Masters in International Development (2002) from Deakin University, (Australia) a Diploma in Education (1991) and a Bachelor of Arts both from Monash University, (Australia)
Gillian Pacheco Gillian Pacheco
Gillian has broad based skills in finance, operations, marketing, supply chain management and human resource management. Gillian is responsible for operational policies and procedures, financial management, payroll and personnel administration and project management. Prior to this Gillian was Contract and Operations Manager for Impex Projects where she oversaw the development of logistic and supply chain solutions and services for exports and imports into Africa and around the world.

Gillian holds a Bachelor of Commerce Degree majoring in Supply Chain Management and Marketing Management from the University of Kwa-Zulu Natal, Pietermaritzburg. She has a Diploma in Project Management from Varsity College and Exports Certificate from the Johannesburg Chamber of Commerce and Industry. She has also completed the Managerial Advancement Programme through Wits Business School.
Kim Foster Kim Foster
Kim has worked in senior administrative and project coordination roles in the private and non-governmental sectors. At Shisaka, she has assumed a number of different roles ranging from Executive Assistant to Social Sector Co-ordinator for the Expanded Public Works Support Programme.

Work experience prior to joining Shisaka includes Programme Manager for Africa Foundation, a NGO focusing on development of rural communities near conservation areas throughout Africa. Kim holds a Bachelor of Social Science Degree with Honours in Economics from the University of KwaZulu-Natal, Pietermaritzburg (1998).
Ros Gordon
Ros has worked in the area of development for 24 years. She has operated her own development consultancy since April 1994 specialising in research, project development, policy formation and implementation and communication relating to development.

Ros holds a Bachelor of Science in Town and Regional Planning (1980) from the University of the Witwatersrand and a Masters in Business Administration (1990) from the University of South Africa (UNISA).
Andreas Bertoldi Andreas Bertoldi
Andreas has over 15 years experience in development consulting specialising in research, policy, strategy and development in the broader development sector, especially urban renewal. He has worked extensively in the supply-chain, financial services, IT, mining and public sectors.

Andreas holds an MBA, as well as a Post Graduate Diploma in Business Administration from the Gordon Institute of Business Science (University of Pretoria), and a BA and two BA Honours degrees from the University of the Witwatersrand.
Carmel Marock Carmel Marock
Carmel has 21 year’s public sector development experience working mainly in monitoring and evaluation and research in the fields of: education, training and skills development, youth development and poverty alleviation (specifically related to public works and HIV/AIDS).

Carmel holds a Bachelors of Social Science and Humanities (1988) from the University of Cape Town with Honours in Psychology (1992) from the University of the Western Cape. In 1999 she achieved her post-graduate diploma in Engineering. She has also completed a Post Graduate Diploma in Monitoring and Evaluation (University of Stellenbosch) and is currently completing her MPhil in Social Science Research Methods at the University of Stellenbosch.

Gemy Abrahams Gemey Abrahams
Gemey has 25 years experience in development planning, town planning, spatial planning and housing policy development. She has extensive experience working with municipal, provincial and national government and the private and non-government sectors.

Gemey holds a Higher Diploma in Education (1981), a Bachelors of Science degree with Honours in Geography (1978 – 1984) and a Masters in Town and Regional Planning (1986 - 1987) all from the University of Natal.
Karen Hague Karen Hague
Karen is a qualified engineer with experience in project management of infrastructure delivery, project assessment, business plan development, research and support.

Karen holds a Degree in Electrical Engineering (2002) and a graduate Diploma in Industrial Engineering (2003) both from the University of Witwatersrand.
Hamish Scott
Hamish has 30 years of professional experience in Africa. He has worked in the Eastern Cape for the past 23 years as a building engineer, civil engineer and project and programme manager in a wide variety of projects. For the past 6 years he has work as a project manager providing institutional support to local government.

Hamish holds a Bachelor’s of Science in Building Engineering, Master’s of Science in Engineering and a Strategic Planning for Urban Revitalisation and Local Development from the Harvard Graduate School of Design.
Dalene Seymore
Dalene has 20 year’s experience in communication, training and data management, working extensively with municipal, provincial and national government.

Dalene holds a Bachelors of Arts - Communications from the University of Potchefstroom and a Masters in Communication from the University of South Africa.
David John Gardner
David is a development and housing specialist with 15 years’ experience in the low-income housing arena in Southern Africa. His specific expertise is in policy analysis and development, macroeconomic modelling, institutional strategy development and business planning, housing finance markets in developing countries, sustainable housing development and housing rental markets.

David has undertaken consulting assignments for a wide range of public, private and non-governmental organisations in Southern Africa. David has a BsC (Town and Regional Planning) from the University of the Witwatersrand (South Africa), and a Diploma in Management from Henley Management College (United Kingdom).
Sibongile Pinky Mgobozi Sibongile Pinky Mgobozi
Sibongile has extensive project management, institutional analysis, and system planning and implementation experience. She acquired her experience from working with all three spheres of government, SMME's and community owned enterprises. Over the years she has developed her skills and experience in business planning, funding mobilisation and facilitating partnerships between private, public entities and community owned and managed businesses.

Pinky holds a BTech in Cost and Management Accounting, National Diploma in Financial Management Systems and a Diploma in Business Management and Administration. She has completed a certificate course in Project Management and training in various financial management, logistics and business intelligence applications.
Sibusiso Mkhize   Sibusiso Mkhize
Sibusiso operates as a development consultant focusing specifically in the youth sector where he has considerable experience. He currently consults to Umsobomvu Youth Fund, Soul City and the Community Works Programme.

Sibusiso has strong project management, programme design and need analysis skills which he has applied through the implementation of integrated youth and community development programmes. As the City of Johannesburg’s, Monitoring and Evaluation Manager on the Expanded Public Works Support Programme, Sibusiso gained a strong understanding of MFMA, PFMA, MIG and other Acts applicable to public bodies as well as the Division of Revenue Act.

Sibusiso has a certificate in Advanced Project Management from Damelin College (2003) and a National Diploma in Theology (1994) from Trinity Academy. He had also completed his Assessment of Training, NQF 6 (2004) and Facilitator Training NQF 6 (2004) from the ETDP SETA.
Gail Forsman Gail Forsman
Gail has 21 years of experience across the HR spectrum from strategy, organisational values, executive and management support programmes, recruitment and selection, performance management, HR policies and procedures, remuneration, mediation, facilitation and conflict resolution.

Gail holds a BA degree from the University of Witwatersrand and a Business Management Certificate from the IMD Business School in Switzerland.
Jill Schlachter Jill Schlachter
Jill is a training and performance consultant providing services that include presenting training programmes, aligning short learning programmes with unit standards and quality assurance requirements, organisational development interventions including process mapping, developing success profiles, performance contract development and advice on EDT matters.

Jill holds a Bachelors of Arts (1974), Secondary Teacher’s Diploma (1975) and Bachelor of Education (1982) all from the University of Cape Town. In addition, she is a qualified assessor (NQ7978: Plan and conduct assessment & D32 Assessors) and holds NQF qualifications in education, training and development practice (TD01 and TD04 from THETA).
Moira Campbell Moira Campbell
Moira has 21 year’s public relations and project management experience working with public sector, non-governmental programmes and the corporate sector, incorporating all aspects of integrated communications campaigns, including context development, video production, strategic messaging and media relations.

Moira holds a Bachelors of Arts (1983) from the University of Natal and a National Diploma in Graphic Design (1980) from Natal Technikon.
Paul Derbyshire Paul Derbyshire
Paul is an experienced construction project manager with significant residential and commercial property development experience and an in-depth understanding of the construction industry and the legal, town planning and construction processes.

Paul completed his T3 Light Current Electronics at Witwatersrand Technikon in 1982 and then went on to complete his Bachelor of Building Science at Witwatersrand University in 1986.
Mark Downing Mark Downing
Mark is a Chartered Accountant currently running a professional services firm providing accounting, auditing and consulting services to the retail, wholesale, manufacturing and consulting businesses. Mark provides IFRS consulting to companies and consults on corporate governance and internal controls.

Mark completed his four year learnership in 1997 qualifying as a Chartered Accountant.
Ron Watermeyer Dr Ron Watermeyer
Ron has been at the forefront of many development initiatives in South Africa since the early 1990s including the reinterpretation of building regulations, the classification of sites in terms of geotechnical characteristics and building practice, changing construction methods, technologies and practices to facilitate socio-economic development imperatives and the conceptualisation and implementation of a construction procurement system to reflect societal expectations.

Ron holds a Bachelor of Science in Engineering and a Doctorate in Engineering (WITS University).
Neil Klug Neil Klug
Neil has 20 years experience as a town planner, 10 years experience as an independent consultant and has lectured at various tertiary institutions on a part-time basis for the past 14 years.

Neil has specialised in the areas of Spatial Planning, Land Management, Infrastructure Planning, Layout Design, Survey and Analysis and Integrated Development Planning having gained significant exposure and experience in the preparation of feasibility studies for upgrading projects, design and establishment of residential, industrial and “green-fields” sites, as well as the formulation of development control frameworks, preparing and administering statutory development applications.

Neil holds a National Diploma in Town and Regional Planning (Natal Technikon), a Masters Degree in Town and Regional Planning (University of Natal Durban) and a Masters Degree in Urban Design from the Joint School of Urban Design (Oxford Brookes University, Oxford, UK). Neil has also completed a Diploma in Project Management at the School of Project Management (University of Pretoria).
Mehleli Mpofu
Mehleli’s key skills and expertise lie in strategic analysis, design and programme management with an emphasis on performance improvement, organizational design, supplier development and financial and investment management. Mehleli has worked throughout Africa in both the private and public sectors which has included sectors such as airlines, financial, chemical and mineral processing, defense, forestry and economic development agencies.

Mehleli has his Masters in Engineering Science from Exeter College, Oxford University in the United Kingdom, as well as a Certified Diploma in Accounting and Finance from the Association of Certified Chartered Accountants and a Masters in Business Administration from Graduate School of Business at the University of Cape Town.
Reathe Rain-Taljaard Reathe Rain-Taljaard
Reathe is the co-owner of a research and development consultancy specialising in socio-economic research and capacity building – training and development. Her research experience includes both qualitative and quantitative work. Reathe has published various articles about her research in scientific journals and presented papers at national and international conferences. Reathe has obtained a masters degree qualification in Research Psychology from the University of Pretoria, South Africa.

She has completed her Masters internship under the guidance of Dr. Ineke Meulenberg-Buskens from the Netherlands, at the Human Sciences Research Council (1992).
Sally Blaine
Sally has 16 years’ human resource management and strategy development experience working with public sector and the corporate sector, incorporating all aspects of performance management, personnel administration, HR policies and procedure development and implementation, benefits administration, industrial relations and organisational strategy as it impacts on human resources.

Sally holds a Bachelors of Social Science Degree (1992) from the University of Natal and a Masters in Business Administration (2000) from Oxford Brooks University, UK.
Lisa Lazarus Lisa Lazarus
Lisa has over 20 years experience in generalist human resources management and organisational development gained in the private and public sectors. Her areas of expertise in human resources include HR Policy, statutory compliance, performance management, remuneration and reward management, industrial relations management, organisational design and development, mentoring and coaching of management teams, value-driven organisation management.

Lisa holds a Bachelor of Arts (Honours) from the University of the Witwatersrand and is a qualified Ballet Teacher of the Royal Academy of Dancing, London.
Jacus Pienaar Jacus Pienaar
Jacus has 33 years experience specializing in quantity surveying, construction and project management, property and housing development and management and community development. His main focus for the past 20 years has been in the housing sector where he has consulted, trained, researched and assisted in the establishment of housing developments, institutions and programmes throughout the country.

Jacus holds a Bsc in QS from the University of Pretoria, as well as a post graduate diploma in Programme for Real Estate Practitioners (PREP) in Property Development, Management and Valuation obtained from the University of South Africa.
Robert McGoughlin Robert McGloughlin
Robert's area of expertise is development finance looking at the development and structuring of financial products, property development management, establishment of businesses, commercialization of businesses, creation of financial models for businesses and raising capital for companies.

Robert completed his undergraduate degree in Corporate Governance at the University of Witwatersrand from 1991 to 1995. He then completed his Masters in Business Administration at the University of Cape Town in 1996. In 1998 Robert took part in a Programme in the Mathematical Modeling of Financial Derivatives and is currently a participant in the Chartered Financial Analyst Programme and has completed Level I.
Samantha Stern
Samantha has 18 years international public sector experience specializing in the development and progression of youth in South Africa. She has consolidated her experience in youth development by holding senior positions in youth initiatives like the Joint Enrichment Project & Youth Development Network.

Samantha is currently actively involved in numerous government initiatives that focus on youth development and progression. She consults at the Education, Training and Development in Southern Africa. She provides services such as facilitating training workshops and other change management processes, project conceptualization and design, materials development, overall project management, policy and strategy-related writing, research, monitoring and evaluation.

Samantha holds a Master’s degree in International Affairs from George Washington University, Washington DC, USA, and a Bachelor’s degree in Social Science from Hofstra University, NY, USA. She is also a certified facilitator and trainer which she was accredited for in South Africa.
Victor Kgalema Victor Kgalema
Victor has a diverse knowledge base in management training and development, research, HR, risk and financial management having gained valuable experience managing diversity and dealing with transformational issues.

Victor holds Masters of Philosophy in International Finance from the University of Glasgow and a Postgraduate Diploma in Principles of Economics from the University of London. He is a member of the Center for Education in Economics and Finance Africa.
Margot Rubin
Margot is a researcher and development consultant specialising in urban development and housing related issues. She is also a sessional lecturer and supervisor at the University of the Witwatersrand. She has worked for all spheres of government as well as the private sector and has a specific interest in the development and impact of government policy.

Margot is currently studying towards her PhD in Urban Planning and Politics on the topic of the role of the Constitutional Court in South Africa and the Supreme Court in India in Urban Governance. She holds a Masters Degree in Urban Geography, from the University of Pretoria and a Honours degree in Geography and Environmental Studies and a Bachelor of Arts in Geography and Philosophy from the University of Witwatersrand
Neil Klug Yasmin Coovadia
Yasmin Coovadia is a qualified town and regional planner with broad based experience having worked with NGO’s, municipal and provincial government, as well as the private sector in the fields of housing and public and municipal finance particularly focusing on transformation, policy formulation, strategy development and practical implementation.

Yasmin holds a Masters in Town and Regional Planning (1996) and a Bachelor of Arts degree (1989) both from the University of Natal.
Jacques Stoltz Jacques Stoltz
Jacques Stoltz is a specialist in sector planning, destination development, urban management, place marketing and place making. His areas of skills are tourism planning; destination marketing and branding; heritage and cultural tourism product development; and urban development management planning. He has experience in the public sector, tourism, urban management, leisure, heritage, film and media sectors. Jacques carries out policy studies, feasibility studies, urban management planning, tourism planning, marketing strategies, institutional reviews and other general market research.

Jacques also facilitates stakeholder processes, programme and project design, management reviews, monitoring and evaluation. Jacques is currently completing his Masters of Philosophy in Urban Infrastructure Design and Management at the University of Cape Town. He holds a Post-Graduate Diploma of Arts (Heritage Management) from the University of the Witwatersrand and a Bachelor of Commerce (Tourism and Hospitality Management) from the University of Pretoria.
Adrie Fourie Adrie Fourie
Adrie Fourie has 9 years experience in urban and economic development projects, regeneration initiatives and sustainable development planning. Through involvement in a number of projects in the sustainable development arena, Adrie has gained a clear understanding of different sustainable design rating tools such as the US based Leadership in Energy and Environmental Design (LEED) and the drive to carbon neutral developments based on the Climate Positive Development Programme of the Clinton Climate Initiative (CCI) and the C40 Cities Climate Leadership Group.

Adrie holds a Bachelor in Town and Regional Planning from the University of Pretoria (1998 – 2001), she has also obtained a certificate for completion of the Management Projects with MS Projects Course and also is a Green Star SA Accredited Professional.
Steve Mokwena
Steve Kwena Mokwena is a development practitioner, researcher, writer, film maker and one of the most experienced youth workers in South Africa. He has published on youth development, youth culture and youth policy and has written a strategic paper on youth participation for the Commonwealth Secretariat. Steve holds a Bachelor of Arts degree with Honours in History from Witwatersrand University and a Masters in Development from the University of Leeds in the UK.
Leile McKenna Leila McKenna
Leila McKenna has over 20 years experience in urban development and management working in the public sector and later provider consulting services. Through her role as Head of Development Planning, Housing, Local Economic Development, Building Control, Environmental Management and GIS for a local council of the Greater Johannesburg Metropolitan Council and then establishing and running the City of Joburg Property Company, she has developed a strong understanding of local government and is experienced in delivering large scale projects that range from land use management systems for metro government to housing, and managing council property projects.

Leila holds a Bachelor of Arts degree in African Politics and Industrial Sociology (1988) and a Masters in Science – Development Planning (1991) both from the University of Witwatersrand. Leila has also taken part in the International Training Programme: Housing and Urbanisation School at Harvard.
